Generally, when PDFs are not downloading, it usually means the PDF Reader needs to be updated.

Steps to take:

  1. Download the most recent version of Adobe Reader from this website: http://get.adobe.com/reader/. (If there's a checkmark next to "Optional Offer", un-check that box, and then click the "Install Now" button.  Follow the steps on the screen to complete the process.) Once the installation is complete, close your browser and start a new session.
  2. If that doesn't work try the following troubleshooting techniques as laid out in the troubleshooting guide:
  • Clear your browser's cache, cookies, and history.
  • Disable or lower your browser's pop-up blocker.
  • Try using a different browser or make sure that you are using the latest version of your preferred browser.
